Dr. Mohinder Slariya, from Chamba district of Himachal Pradesh has been one the Indian delegate who represented India in “2nd Indo- German Conference on Research for sustainability”
A student of Govt. Senior Secondary School Udaipur who has been abundantly blessed by his teachers, parents, Dr. Mohinder Kumar Slariya, has become the part of delegation who visited Germany for “Second German-Indian conference on research for sustainability”. The conference was sponsored by German Federal Ministry of Education and Research and Department of Science and Technology (DST), Govt. of India. The conference was held from 27-28 April, 2009 in United Nations University Campus, Bonn, Germany. The conference was International Dialogue for Sustainability and the motto of the conference was “Science for Sustainability-Driver for a common Future”. In this conference more than 60 social scientists from both countries have participated.
Dr. Mohinder Slariya has been invited as Guest Scientist to share his findings in the conference. The topic of his talk was “Energy Generation: Needs a New Model of Development”. Highlighting the flaws in the existing model of development he said that in the existing model the local people of any area have not been taken into confidence and they have no any say in the policy making as well as they have never been asked about their concerns and all the policies have been prepared in the air conditioned chambers in which the local issues have find no any place, which gave rise to the conflictual situations resulting into the strikes and so many conflicts. In this situation the time, money, energy of people as well as of developers has been wasted. So, to cope this situation, he has presented the Alternate model of development, named as Benefit Sharing Participatory Model (BSPM) of development.
The presented model is supposed to be an answer to the existing lobbyist pressurized model of development. In this model he has strongly argued that the fate of coming developmental projects can be characterized by this proposed model of development. In this model, the concerns of local people who are living since ages on their ancestors land have been advocated. Along with national interest the local interests of the local people remained the major area of concern for Dr. Slariya. He has advocated the fact that the local people who have sacrificed everything in the name of national interest, must be given priority in the planning as well as in the execution right from the starting (initiation) up to the whole life of the developmental project. The local people must be given a share in the profit earned out of the project for the whole life. The amount of profit must be agreed upon with the discussion to the local people and the developers. The profit agreed upon should be given to the affected and native people in form of salary not in one installment. To decide the amount of compensation, a proper and true assessment must be made by including LIA (livelihood impact assessment), HIA (Health impact assessment), SIA (social impact assessment), PIA (psychological impact assessment on the native), CIA (cultural impact assessment) in existing EIA (environment impact assessment).
The presented model was discussed by the participants in the conference and agreed upon to include in the forthcoming “Strategic Plan-2015 of united nations environment programme”.
Proudly admitting, what ever I am today it is because of the blessings of my respected teachers i.e. Dr. R.K.Kaistha, who is at present serving as a Lecturer in Sociology in RKMV Shimla, Prof. SK Sharma, Prof. OP Monga and Prof. Mohan Jharta, all from Department of sociology, HP University, Shimla.
Above all the blessings of my mother and love of my wife and of all the friends who loves me, helps me to be in the most prestigious conference as an Indian delegate as well as presenters.
